## The cover story is security. The inside spread is rubble.

### Origin

The current war begins, for this dossier, on 7 October 2023: Hamas and other Palestinian armed groups attacked southern Israel, killed civilians and soldiers, and took hostages into Gaza. Israel answered with a military campaign publicly framed around destroying Hamas and returning hostages.

Hamas prints the attack as resistance. Israel prints the campaign as self-defense. Both statements matter because they explain how each side wants to be seen. Neither statement is allowed to become the mirror. The mirror here is independent evidence, named uncertainty and the physical record left in people and concrete.

### Current condition

By April-May 2026, OCHA's Gaza is not a battlefield headline. It is water, waste, rubble, disease risk, displacement and the repeated arrival of reported deaths after a ceasefire that did not make the page quiet. The numbers are not ours to own; they are printed with attribution because the methodology is part of the story.

The damage has become architectural. The 2026 Rapid Damage and Needs Assessment puts recovery and reconstruction needs at USD 71.4 billion over a decade, with more than 370,000 housing units destroyed or damaged and an economy contracted by 84 percent. In urban terms, this is the shape of a place made nearly impossible to inhabit.

According to the FAO/UNOSAT assessment, as of 24 June 2026 only 448 hectares of Gaza Strip cropland — 3% of the total — reportedly remained both accessible and undamaged. The assessment reportedly found that of the 4,091 hectares (27%) that remained accessible, 3,643 hectares were damaged and would require rehabilitation before cultivation could resume. The assessment reportedly evaluated damage as of 29 April 2026 and used OCHA classifications as of 24 June 2026 for accessibility.

The assessment reportedly compared these figures with an October 2025 assessment, finding that accessible and undamaged cropland declined from 601 hectares in October 2025 to 448 hectares as of 24 June 2026, a loss of 153 hectares (25.5%). It also reportedly found that Deir al-Balah and Khan Younis recorded the largest reductions in accessible and undamaged cropland.

As of 19 August 2026, the Palestinian Health Ministry reported 73,400 Palestinians killed and 174,312 injured in Gaza since 7 October 2023, according to the cited reporting. The cited source reported on 19 August 2026 that 1,123 Palestinians had been killed in the occupied West Bank.

According to the cited reporting, UN human rights officials characterized recent comments by Israel’s Minister of National Security, Itamar Ben-Gvir, as advocating and inciting violence amounting to atrocity crimes. The cited reporting said that, in January 2024, the International Court of Justice issued binding provisional measures requiring Israel to take all measures within its power to prevent and punish direct and public incitement to commit genocide against Palestinians in Gaza.

ReliefWeb reported on 20 August 2026 that the August 2026 Shelter Cluster report, led by the Norwegian Refugee Council, estimates 1.98 million Palestinians in Gaza—94 percent of the population—need shelter and basic household assistance. The same ReliefWeb report indicates the Shelter Cluster's severity classification shows more than four in five Gaza households face critical or catastrophic living conditions in their current shelter. The report describes the crisis as extending beyond physical damage to severe gaps in fuel, energy, and essential household items, and indicates these constraints affect basic daily activities including sleeping, cooking, washing, storing food and water, and having adequate lighting.

According to the IOM Occupied Palestinian Territory Emergency Response Activity Update covering 1–31 July 2026, the humanitarian situation in Gaza deteriorated throughout July amid ongoing military operations, expanding access-restricted areas, critical supply shortages and funding shortfalls. The update reported that repeated displacement was forcing civilians into an increasingly limited coastal area, while overcrowding, limited shelter capacity, damaged water and sanitation infrastructure, and accumulated debris undermined living conditions and access to basic services. Shelter and non-food item stocks remained critically depleted, and the number of families receiving shelter assistance fell by 37 percent from May to June 2026, according to the activity update. The update also reported that prolonged Israeli restrictions on the entry of critical shelter materials continued to constrain the humanitarian response.

### How to read responsibility

This page separates three fabrics that public debate likes to sew together: official position, independent assessment and humanitarian impact. Israel's stated aims are visible. Hamas's self-justifying document is visible. UN and NGO findings are visible. They are not the same material.

The UN Commission of Inquiry found war crimes by Hamas and other Palestinian armed groups in the 7 October attack and captivity, and also found war crimes and crimes against humanity in Israel's military operations in Gaza. Israel rejects that framing as biased. The rejection is part of the record. It is not a delete key.

## Actors and positions

### Government of Israel / IDF

- Role: State actor conducting military operations in Gaza and controlling key access conditions.

- Confidence: high

- Position: Israel states its war goals as releasing hostages, eliminating Hamas military and governance capabilities, demilitarizing Gaza and preserving Israeli security control.

- Supporter framing: Supporters frame the campaign as necessary self-defense after October 7 and argue that Hamas embeds military activity among civilians.

- Opposing account: Palestinian, humanitarian and many international critics argue Israel's campaign has imposed unlawful collective harm, mass civilian casualties and catastrophic destruction.

- Independent assessment: UN investigators found Israeli authorities responsible for war crimes, crimes against humanity and violations in Gaza. OCHA and the RDNA document severe civilian infrastructure destruction and humanitarian constraints.

### Hamas and other Palestinian armed groups

- Role: De facto armed and political actor in Gaza; responsible for October 7 attack and hostage-taking according to independent findings.

- Confidence: high

- Position: Hamas frames Al-Aqsa Flood as resistance to occupation and as leverage over prisoners, while disputing many accusations about deliberate civilian targeting.

- Supporter framing: Supporters emphasize occupation, blockade, Palestinian dispossession and prisoner politics as the frame for armed resistance.

- Opposing account: Israel, many governments and rights investigators identify the October 7 attack, hostage-taking, rocket fire and abuse of captives as grave crimes.

- Independent assessment: The UN Commission and Amnesty document murder, hostage-taking and other violations by Hamas and other armed groups. These findings are not erased by Israel's later violations in Gaza.

### Civilians in Gaza and Israel

- Role: Affected populations, hostages, families, displaced people and communities under attack.

- Confidence: high

- Position: Civilian priorities are survival, hostage release, protection, humanitarian access, accountability and the ability to live without repeated cycles of attack.

- Supporter framing: Hostage families, Palestinian civil society and humanitarian actors each push different urgent priorities, but all expose the cost of decisions made by armed and political leadership.

- Opposing account: Belligerent narratives often turn civilian harm into proof of the other side's strategy; this dossier tracks harm separately from messaging.

- Independent assessment: UN and OCHA reporting supports severe civilian harm on both sides of the October 7 and Gaza war sequence, with Gaza's humanitarian collapse now the largest ongoing impact layer.

## Claims and evidence

### The Gaza campaign is narrowly directed at military targets and avoids humanitarian disaster.

- Claimant: Government of Israel

- Evidence status: disputed

- Counterclaim: OCHA, UN investigators and humanitarian actors report mass civilian harm, severe access constraints and system-wide infrastructure collapse.

- Independent assessment: The humanitarian destruction is confirmed. Whether a specific strike or access decision was lawful must be assessed case by case; the broad civilian-impact claim is not supported by UN reporting.

### Hamas presents Operation Al-Aqsa Flood as resistance and disputes deliberate civilian targeting.

- Claimant: Hamas

- Evidence status: disputed

- Counterclaim: Israel and independent rights investigators document intentional attacks on civilians, hostage-taking and abuse of captives.

- Independent assessment: Independent findings strongly support war-crimes findings against Hamas and other Palestinian armed groups for October 7 and captivity.

### Reported Gaza casualty figures are exact settled facts.

- Claimant: Often repeated in public debate

- Evidence status: disputed

## Linked visual references

### World Press Photo of the Year 2024

- Photographer: Mohammed Salem

- Publisher: Reuters / World Press Photo

- Recognition: World Press Photo of the Year 2024

- Why it matters: The award centered a Gaza image of irreversible personal loss, turning a casualty debate back into a human scene.

- Original: [Open reference](<https://www.worldpressphoto.org/news/2024/global-winners-announced>)

#### One frame that broke the abstraction.

The World Press Photo recognition matters here because Gaza's casualty debate can become numerical theatre. The awarded image returns the file to grief, kinship and a body held by another body.

This is not a substitute for the casualty methodology. It is the visual counterweight to it. Where the dossier keeps reported figures attributed to OCHA and the reporting chain, this reference reminds the reader that every disputed number points back to human loss.

The original remains a rights-controlled reference. Our role is to connect its editorial meaning to the evidence shelf: reported deaths, hostage trauma, urban destruction and the refusal to let either official narrative become the whole picture.

### Gaza coverage by Mahmud Hams

- Photographer: Mahmud Hams

- Publisher: AFP / Visa pour l'Image

- Recognition: Visa d'Or News 2024

- Why it matters: A Gaza-based photojournalist's war coverage received one of photojournalism's major news awards.

- Original: [Open reference](<https://www.afp.com/en/agency/inside-afp/press-release/palestinian-afp-photographer-mahmud-hams-wins-visa-dor-news-award>)

#### The local eye is not a decorative credit.

A Gaza-based photographer's award recognition is kept as a reminder that the visual record is made under risk, proximity and pressure, not from an abstract newsroom balcony.

The reference helps the dossier resist distant symmetry. It does not decide every factual dispute, but it shows why a field visual record matters when infrastructure, displacement and civilian harm are being argued over in official language.

The portfolio remains with its publisher; this issue keeps the visual reading inside the dossier and the original link in the source line. The image trail supports the journalism; it does not replace sourced evidence.

### World Press Photo of the Year 2024

- Publisher: World Press Photo

- Creator: Mohammed Salem / Reuters

- Date: October 17, 2023

- Media type: award\_reference

- Rights mode: linked\_reference\_only

- Placement: Awarded photojournalism / civilian grief

- Caption: Mohammed Salem's Reuters photograph became a global shorthand for Gaza's civilian grief and remains a primary visual reference.

- Why it matters: The primary award page fixes the image to date, place, photographer, agency and contest context.

Salem's image belongs here as a reviewed visual reference: why one frame travelled, what it shows, and what a single frame cannot settle. The card sits beside the human-cost ledger, where grief and counting meet without pretending that a photograph can solve the accounting dispute.

### Children of Gaza Evacuated for Treatment

- Publisher: World Press Photo

- Creator: Samar Abu Elouf / The New York Times

- Media type: award\_reference

- Rights mode: linked\_reference\_only

- Placement: Awarded photojournalism / medical evacuation

- Caption: Samar Abu Elouf's award-recognized Gaza work keeps the medical evacuation chapter visible as part of the public record.

- Why it matters: The reference connects injury, evacuation, family separation and international medical access.

This visual reference moves Gaza out of the abstract casualty column and into the medical route: children moved across borders because ordinary treatment inside the strip broke down. The chapter it opens belongs in the dossier because injury does not end when the strike is over.

### Mahmud Hams Wins Visa d'Or News Award

- Media type: award\_reference

- Rights mode: linked\_reference\_only

- Placement: Photojournalists under fire

- Caption: Mahmud Hams' AFP work anchors sustained Gaza coverage by a photographer working inside the war.

- Why it matters: AFP confirms the 2024 Visa d'Or News prize for Gaza coverage and provides the agency context.

Hams' award page keeps the local photographer inside the story, not outside it as a credit line. The work matters because Gaza was photographed under bombardment, grief and restriction; the visual record is part of the evidence culture, even when the original archive stays with AFP.

### October 2023 Gaza-Israel Conflict Map

- Publisher: Wikimedia Commons

- Creator: Wikimedia Commons contributors

- Date: Updated file

- Media type: map

- Rights mode: direct\_image

- Placement: Orientation map / first-war geography

- Caption: The dossier needs geography before judgment: the Gaza Strip, the border communities, the attack routes and the campaign that followed.

- Why it matters: Reusable orientation asset; useful for location literacy, not as a substitute for sourced event claims.

The map keeps the file from floating in pure rhetoric. It lets the reader place Gaza City, southern Israel and the perimeter before the article moves through hostages, bombardment, urban damage and competing official narratives.

### Damage in Gaza City, El-Remal Area

- Media type: photo

- Rights mode: direct\_image

- Placement: Opening weeks / urban damage

- Caption: Gaza City, 10 October 2023: residents inspect damage in El-Remal after an Israeli airstrike.

- Why it matters: A reusable early-war image that shows the urban surface of the first visual memory of Gaza's ruin.

Use it carefully: the point is the opening urban surface of the war, not shock. Pair it with a source note that separates observed damage from claims about any specific target.

- Media type: photo

- Rights mode: direct\_image

- Placement: October 7 origin chapter

- Caption: Kibbutz Be'eri, October 2023: a damaged building after the 7 October attack.

- Why it matters: The visual desk must not become a one-sided atrocity wall; the origin chapter needs rights-safe Israeli civilian harm imagery.

This image belongs before the dossier moves into Israel's campaign in Gaza. It establishes that the war did not begin as an abstract policy dispute; Israeli civilians were attacked in their homes. The caption should stay factual and avoid turning the image into a license for later claims.

- Media type: dashboard

- Rights mode: linked\_reference\_only

- Placement: Humanitarian dashboard / reported impact

- Caption: OCHA's impact snapshot is kept as a source-room dashboard for deaths, injuries, displacement and access constraints.

- Why it matters: It is the cleanest way to keep reported-impact language separated from partisan casualty rhetoric.

The OCHA snapshot is the data room beside the article. It keeps deaths, injuries, displacement and access constraints in attributed language, so the reader can see what is being reported without turning reported figures into a project-owned scoreboard.

- Creator: FRONTLINE

- Media type: documentary

- Rights mode: official\_embed

- Why it matters: A strong long-form slot because it frames Israeli and Palestinian experiences in the same viewing room.

Place the official FRONTLINE embed after the reader has seen the source hierarchy. Its job is not to solve the file; it gives the dossier a screening-room layer where Israeli and Palestinian civilian memories sit beside the written evidence, not instead of it.

## Source readings

### The ceasefire did not close the ledger.

- Registry ID: `gaza-ocha-2026-04-23`

- Publisher: OCHA oPt

- Source type: humanitarian

- Published: 2026-04-23

- Registry title: Humanitarian Situation Report - 23 April 2026

- Editorial note: Current Gaza humanitarian conditions, post-ceasefire casualties and infrastructure damage.

- Original: [Open source](<https://www.ochaopt.org/content/humanitarian-situation-report-23-april-2026>)

OCHA's situation report is the operational floor: reported deaths and injuries, aid limits, damaged systems and the daily math of survival.

This is the source that keeps the Gaza page from becoming only argument. It is not there to decide who has the better slogan. It is there to show what the humanitarian machinery is seeing: reported casualties, displacement, damaged services and the infrastructure that has to exist before life can resume.

The ceasefire frame matters because readers often imagine a switch: war, then pause, then normality. Situation reports are colder than that. They show the residue of bombardment and deprivation after the headline event has supposedly moved on.

For the dossier, OCHA is the daily room tone: not glamorous, not rhetorical, but necessary if every claim about strategy is going to be checked against what people are living through.

#### Takeaways

- Primary operational source for post-ceasefire humanitarian conditions.

- Casualty figures stay attributed to the reporting chain.

- Best used with rights and actor-position sources, not as a standalone moral verdict.

#### Visual provenance

- Caption: OCHA's situation report is read with the operational damage it tracks: bodies, access, services and the systems left standing.

### Rubble becomes water, sewage and insects.

- Registry ID: `gaza-ocha-2026-05-07`

- Publisher: OCHA oPt

- Source type: humanitarian

- Published: 2026-05-07

- Registry title: Humanitarian Situation Report - 7 May 2026

- Editorial note: Water, waste, pest, aid-entry and public-health constraints.

- Original: [Open source](<https://www.ochaopt.org/content/humanitarian-situation-report-7-may-2026>)

This later OCHA report shifts attention from spectacular destruction to the unglamorous systems that decide whether people get sick.

The visual story of Gaza is often concrete, smoke and aerial ruin. This source is less cinematic and more frightening: water, waste, pests, disease risk, aid entry and public health limits.

That is why it belongs in the context room. A city can look destroyed in one photograph, but the deeper question is whether it can still support human bodies: clean water, working sanitation, reachable clinics, food routes, fuel and shelter.

The dossier uses this report as the afterimage of the cover photo. The blast is one frame. The public-health aftermath is the long exposure.

#### Takeaways

- Operational source for public-health constraints after major destruction.

- Keeps the Gaza narrative from stopping at visible rubble.

- Useful for timeline updates as conditions change.

#### Visual provenance

- Caption: The public-health afterimage is less cinematic than the blast, but it is where survival gets measured.

### The state explains the war in the language of security.

- Registry ID: `gaza-israel-mfa-objectives`

- Publisher: Israel Ministry of Foreign Affairs

- Source type: official\_position

- Published: 2025-09-17

- Registry title: Israel's Objectives and Current Operation

- Editorial note: Israel's stated war aims and humanitarian claims; treated as official position.

- Original: [Open source](<https://embassies.gov.il/multilateral-organizations-france/en/news/israels-objectives-and-current-operation>)

This source is kept because the Israeli government's own stated aims must be visible before they are tested against evidence.

The document belongs on the page because a balanced dossier cannot summarize Israel through its critics alone. The government case has to be shown in its own frame: security, hostages, Hamas, military necessity and humanitarian assertions.

But visibility is not deference. The source is treated as official position, not independent verification. It tells us how the state wants the war read and what goals it says organize the campaign.

The reader then sees that language alongside OCHA, UN, Amnesty and Hamas-position material. That is the point: claims are printed, evidence gets the last word.

#### Takeaways

- Primary source for Israel's stated objectives.

- Useful for actor-position and claim comparison.

- Requires independent sources for conduct and humanitarian consequence.

### A belligerent writes its own mythology.

- Registry title: Our Narrative - Operation Al-Aqsa Flood

- Editorial note: Hamas self-narrative; treated as belligerent propaganda/position, not verification.

- Original: [Open source](<https://justworldnews.org/wp-content/uploads/2024/04/Hamas-Our-Narrative-Operation-Al-Aqsa-Flood-Web.pdf>)

This document is not used because it is trustworthy. It is used because Hamas's self-justifying narrative must be visible and then checked.

A conflict dossier cannot pretend one side's public language does not exist. Hamas's narrative document is a primary position text: resistance vocabulary, justification, denial, selection, omission and political self-presentation.

The editorial distance is strict. This is not treated as proof of the attack's character or of what happened to civilians and hostages. It is treated as a designed explanation from an armed political actor.

Placed beside Israeli official language and independent rights findings, it shows how two political narratives try to occupy the same moral stage while the evidence shelf asks a colder question: what can be verified?

#### Takeaways

- Primary source for Hamas's own framing.

- Useful for narrative comparison, not factual verification.

- Must sit beside October 7 investigations and hostage/civilian evidence.

#### Visual provenance

### A hostile reading of the Hamas text.

- Registry ID: `gaza-inss-hamas-narrative`

- Publisher: Institute for National Security Studies

- Source type: research

- Published: 2024-02-01

- Registry title: The Hamas Document of January 21, 2024 - Its Aspects and Meanings

- Editorial note: Israeli research analysis of Hamas's English-language narrative document.

- Original: [Open source](<https://www.inss.org.il/publication/hamas-narrative/>)

INSS is useful because it reads Hamas's narrative from an Israeli security-analysis position, which makes its viewpoint clear rather than invisible.

This source is not neutral air. It comes from an Israeli security research institution and should be read as such. That does not make it useless; it makes its angle visible.

Its value is interpretive. It helps parse why Hamas published the document, what audience it speaks to, what it tries to soften or reframe, and how Israeli analysts read that effort.

In the dossier, it sits between primary propaganda and independent investigation. The reader can see the chain: actor statement, adversarial analysis, rights evidence.

#### Takeaways

- Research lens on Hamas's January 2024 document.

- Viewpoint is explicit and should be labeled.

- Useful for comparison, not as final adjudication.

#### Visual provenance

### The investigation refuses a single innocent side.

- Registry ID: `gaza-un-coi-2024`

- Publisher: United Nations Office at Geneva

- Source type: human\_rights

- Published: 2024-06-12

- Registry title: Gaza: Hamas, Israel committed war crimes, claims independent rights probe

- Editorial note: UN Commission of Inquiry summary on violations by Hamas/armed groups and Israel.

- Original: [Open source](<https://www.ungeneva.org/en/news-media/news/2024/06/94353/gaza-hamas-israel-committed-war-crimes-claims-independent-rights>)

The UN Commission source is central because it names alleged violations by Hamas and other armed groups as well as by Israel.

This is one of the page's balance anchors. Not balance as cowardice, not equal suffering as a design trick, but balance as evidence discipline: each actor is assessed by alleged conduct.

The source matters because it blocks the reader from hiding inside a preferred camp. October 7, hostage-taking, attacks on civilians, military operations, detention, siege and humanitarian consequences all require separate evidentiary treatment.

For the project, this is the model: official narratives can stand on the page, but independent findings decide which claims survive contact with the record.

#### Takeaways

- Core independent-rights source for both-side conduct analysis.

- Best used in the claims matrix.

- Separates evidence discipline from false equivalence.

### October 7 is treated as evidence, not as branding.

- Editorial note: Investigation focused on Hamas and other Palestinian armed groups on October 7 and captivity.

- Original: [Open source](<https://www.amnesty.org/en/documents/mde15/0282/2025/en/>)

Amnesty's report focuses the dossier on murder, hostage-taking and abuses attributed to Hamas and other Palestinian armed groups.

This source keeps the opening wound of the war visible. It is not there as a rhetorical token. It is there because civilians and captives are not footnotes in a security debate.

The value is focus. Where broader Gaza sources can spread across airstrikes, siege, displacement and infrastructure, this investigation narrows to October 7 and captivity violations.

In the reader, it should sit next to Hamas's own narrative precisely because the two texts do opposite jobs: one justifies, the other investigates.

#### Takeaways

- Dedicated rights source on October 7 and captivity.

- Useful counterweight to Hamas's self-narrative.

- Advocacy-source methods should remain linked for reader inspection.

### Rubble becomes an invoice.

- Registry title: Final Gaza Rapid Damage and Needs Assessment

- Editorial note: Reconstruction needs, housing damage, hospital functionality and economic contraction.

- Original: [Open source](<https://unsco.unmissions.org/en/news/final-gaza-rapid-damage-and-needs-assessment>)

The RDNA source turns destruction into reconstruction needs, damaged housing, weakened hospitals and economic loss.

War photography shows a broken building. A damage assessment asks what it costs to make a society function again: homes, roads, hospitals, schools, power, water, livelihoods and public institutions.

This source is important because it moves beyond the daily casualty debate without escaping it. Death and injury are one register of harm. The built environment is another. If the city cannot house, treat, educate or employ people, the war continues as an invoice.

For the dossier, RDNA is the architectural layer. It lets the page talk about reconstruction without laundering responsibility or turning ruin into a development-chart aesthetic.

#### Takeaways

- Best source for damage, needs and reconstruction framing.

- Complements OCHA's operational situation reports.

- Useful for infrastructure and long-tail consequence sections.

## Analysis shelf

### OCHA oPt Humanitarian Situation Report

- Publisher: OCHA oPt

- Type: report

- Why it matters: This is the operational floor under the Gaza issue: reported casualties, displacement, damaged services, aid limits and health-system strain. It keeps the page from drifting into pure argument by forcing every claim back through what humanitarian teams are recording on the ground.

- Position note: Humanitarian reporting; casualty figures are attributed to their source.

### Israel's Objectives and Current Operation

- Publisher: Israel MFA

- Type: official page

- Why it matters: Use the MFA page as the Israeli state's own frame: hostages, Hamas, military objectives and humanitarian assertions. It belongs before critique, but its job is position, not proof; conduct and consequence still have to be read against OCHA, UN and rights sources.

- Position note: State/belligerent source; official position only unless independently corroborated.

### Our Narrative - Operation Al-Aqsa Flood

- Publisher: Hamas Media Office

- Type: document

- Why it matters: Use the Hamas document as a primary position text, not evidence. Its value is narrative: resistance language, justification, denial and self-presentation. It should sit near INSS and rights investigations so the reader sees actor claim, adversarial reading and evidence record.

- Position note: Belligerent propaganda/position; not evidence of factual accuracy.

### Targeting Civilians

- Publisher: Amnesty International

- Type: investigation

- Why it matters: This investigation keeps October 7 and captivity inside the same accountability ledger as Gaza's devastation. It gives the dossier a rights record for Hamas and other armed groups without letting that record erase later questions about Israel's conduct.

- Position note: Human-rights advocacy source; evidence and methods still need review per claim.

### Final Gaza Rapid Damage and Needs Assessment

- Publisher: World Bank / EU / UN

- Type: report

- Why it matters: Use RDNA for the long tail: damaged housing, weakened hospitals, reconstruction needs and economic contraction. It moves the file from the blast image to the systems that must work after it. Do not use it to infer intent; use it to describe damage and recovery burden.

- Position note: Multilateral assessment; best used for damage and needs, not actor intent.

## Media shelf

### OCHA Gaza report photography and operational maps

- Publisher: OCHA oPt

- Type: media

- Why it matters: This visual source turns the camp into a long-term operating system: tents, water, waste, aid queues and public-health risk after the blast. The point is not spectacle; it is the ordinary machinery people are forced to live inside when homes, hospitals and utilities stop working.

- Position note: Visual context source; the linked publisher page remains the inspection trail.

### UN Commission of Inquiry source material

- Publisher: OHCHR / UN Geneva

- Type: media

- Why it matters: The UN entry point is useful because it refuses the single-story trap. It names alleged violations by Hamas and other armed groups, and by Israel, then leaves the reader with evidence categories rather than a slogan. It belongs beside the images of emergency infrastructure and civilian harm.

- Position note: Evidence shelf source; image credit and publisher trail stay visible.

## Open questions

- Add a hostage/detainee ledger with current status, released/recovered/deceased counts and source dates.

- Build event pages for major disputed incidents instead of flattening them into a single Gaza narrative.

- Add a source-bias label system visible to readers, not hidden inside editorial docs.
